Verbal Review 2nd edition 第21题，官方解释是they clearly refers to property values，而我却认为while引导的从句主语是depressed property values，代词应该用it。请牛人指正，谢谢！

我想问的是(C), OG 的解释是"their appears to refer to they(property values) rather than to homeowners"，我
就迷茫了，they 在这里不是就近指代？ 那是“主从句对位指代”么？我只听过这个词，不知道啥意思~~

那they 啥时候就近指代？啥时候优先指代句子主语？呜呜呜。。。。
