我觉得从prevent and/or inhibit方面着手，这题目就比较简单了。
prevent是阻止，使不发生，而inhibit是抑制，即减少。所以不可能既完全阻止又减少，更不可能先完全阻止后减少，所以preventand inhibit在逻辑意思上绝对错，只能用prevent or inhibit。由此，排除ACD，再用its排除B即可。

是否是动词ving形式和动名词的用法有别?

记得LZM的书说, 动词ving强调动作, 名词强调状态, 由于本句后文是play a role....应与前面的besides所带的内容对应. 从对应上来讲, 这里动词ving 比动名词: besides...preventing or inhibiting,......play a role in...

我一开始也是选的D,现在读了几遍,觉得E可能比D好, 理由之一见上;之二 记得OG有一题是讲'地震是摧毁or破坏房屋的,.' 这里的用的是or 不是and--(这个or 和and也是ETS的考点之一)

preventing,inhibiting,reduding在这里不是动名词，只不过是动词的分词形式，本质是动词。
