申请加拿大学校，PR和citizen有区别否？

MIT adcom told me US green card and US citizen are the same to them.  These two kinds of applicants are both treated as domestic applicants. But some consultants told me they can be quite different. Because in citizen pool, people like me can be considered as first generation female minority, which improves university's diversity. Nevertheless, US green card holder doesn't help.

So in summary, applicant as a citizenship either in US or Canada, probbly other than China, has more advantages.
