这题选C的。A错在固定搭配上。
be likely to do sth.
这道题需要去剖析一下动词的结构：
1. Sb. is likely to plan  所以说plan一定是跟在to后头
2. plan on practicing sth.  也就是说plan后面又接了个对象。

所以看A，be likely in planning这个结构是错误的。。所以A是错的。
