另外从句意来推断controvercial修饰的中心词应该是proposal，在她发表了一项有争议性的提案后才不开放评论，这样理解似乎比较合乎逻辑，而education reform可以直接理解为教育改革，open to discuss~

team强调团队整体，主谓一致用单数。BC排除。而且C改变了原意。C说的是proposal on controversial education reform, 但是原意controversial的不是reform,而是proposal.

剩下DE
D中的she没有先行词，前面说的是governor's，要有也是her.
E的问题和C类似，说的是proposal on controversial education reform, 但是原意controversial的不是reform,而是proposal.

回看A， governor的重新提出使指代变的清晰。controversial的位置正确让人不会有歧义。所以A最好
