遇到过多次so as to 和so that的选择，虽然绝大多数是选so that，但对两者的区别仍是不清楚，烦请解释一下。

so as to 的用法比较局限：只能用于单一主谓结构，to do sth的逻辑主语与句子主语一致。B项so as to的逻辑主语不知是哪一个，Congress　or workers?

SO AS TO连在一起用在GMAT正确选项中从来没有出现过，so+adj+as to倒是有过，但是逻辑主语要明确，不能有歧义，所以一般情况下so that比较清晰，所以so adj as to出现的情况也较少，如果so that没有错误的时候，优先
