是一个对比题。BUT。。。。。。

A) 缺少助动词 had
B) 缺少助动词
C) 时态不对。。was 和 had granted不对称
D) 时态不对，did没有对应的过去式动词
E)对。。。。。

我觉得E也不是最优选项。感觉in the east和western不对称。最好的是only one in the eastern state had.

had不能省略的，因为要保留助动词。。
