C里面：
1. disadvantaged是指经济和社会地位很低下(比如被剥削被鄙视)，和be at disadvantage“处于劣势”意思不一样。
2. often修饰了carry out错误，合理的意思应该是经常不能执行，而不是不能经常执行。

二看逻辑。选项排除can（C，D），理由，由于disadvantage，disable了他执行立法程序的能力，be unable to逻辑很顺
回头看B和E，B搭配有问题，E改变原意。
