求助 39和104中in order to和 to do的区别

OG说A中 changes combine (instransitive) in order to allow...所以要将allowing改成to allow表目的，这样不是和上面39矛盾了？还是说因为这里combine是个不及物动词 所以就可以用to do代替in order to do？  （先暂且不考虑A的其他错误）

以前觉得in order to do和to do表目的 是可以互换，后来发现不行，但这里104又可以·想请问下大家到底是怎么回事 谢谢了·

同问~~~还是不理解这里为啥换成in order to ,总觉得他俩差不多， to 还更简洁呢，  当然后面的be married to 的错误很明显， 就是不明白to 这块~~~~

首先我记得Manhattan里说gmat不觉得In order to 不简洁，其次in order to 只能表示目的 而 to do 不仅能表示目的还能表示结果，所以有时会造成ambiguous。我觉得这是他们使用上的区别
