C and 后是句子，而前是短语，不平行

D 比较对象错误，an amount与previous year 比较

2，A, more 应该是higher，than后没有比较对象。

B，it是指代which，表明去年的这个which，也就是167billion。意思错。

C，offsets没有主语。

D，amount vs the previous year? than后没有比较对象。more-〉higher

it,they是指代，同一个东东。    that，those，（the） one是替代，同样的但不是同一个东东。
