I think this is not at all clear cut.

Of course suspicious is always an adjective but suspect can be adjective, noun or verb.

The police arrested the suspect.
The police found a suspect parcel. His logic is suspect.
The police suspected he was hiding something.

Often, the use of the word suspect emphasises belief (high but not 100%certainty), whereas suspicious emphasises doubt (low certainty but enough to investigate further).

But notice that the meanings of suspect may be quite different in various contexts.

The official suspected the passenger was hiding something. This means that the official believed he probably was hiding something; this belief may be because of a tip-off - NOT that the passenger was behaving in any way suspiciously.

In a sense, if A suspects something about B ... the emphasis is on what A believes. If I say B acted suspiciously ... the emphasis is on B.

If we say: 'The police arrested the suspect.' it really just means someone who they believed might have broken the law but this is yet to be proven.

"x lacks y", that means x actually doesn't have y.
on the other hand,  "x is lacking in y", then x has a relative paucity of y (i.e., it has less than the usual or expected amount of y).

"x suspects y", that means y is what x believes in.
"x is suspicious of y", meaning y is what x doubts (i.e., x thinks y is not ture or y may be not telling the truth).
