C 选项里"is"是用一般现在时表将来的条件，util后面的条件性从句不用虚拟，C的"be"没有根据。

C里面的them也存在指代不清的问题，按文章逻辑，应该是investors与银行之间签协议，但按语法上，them指代复数investor, 自己和自己签协议，逻辑不通
