B和D中的where first discovered官方解释说缺少主语和谓语，就是说 where引导的状语从句中主谓不可以省略吗？还是因为这题从句的时态不同所以要补出were呢？

如果要用where的话应该是
Although named for the New Mexico site where Clovis points were first discovered in 1932
如果不用where就是
Although named for the New Mexico first discovered in 1932
所以说BD的表述是错误

所以就是说where引导的状语从句中主谓不可以省略吗？即使和主语的主谓是一样也不行？

不太确定，但是本题中BD均有其他错误，B改变了句子陈述中心，D错误使用了even though,..but的结构。
另外我第二个句子写错了……这里必须用where

Where和while不一样，where除了可以引导状语从句，还可以作为代词引导定语从句，如果在定语从句中去掉逻辑主语，就造成where成为从句的主语的误解。
where本身具有指代作用，while仅仅是连词，不会成为主语，所以不一样。
