可是balapupu，为什么不能使E这样的理解，而一定是A的理解呢？
语法中掺杂逻辑的考法最麻烦。。。

这句话的谓语是establish，make provision在原句中是作为修饰语的成分。所以要忠实于原文。这也是为什么我们要读原文的关系。
