1、than 后面，如有代词指代，应该是指代 Proportion 而不是costs

2、如果指代 proportion, 代词用单数是对的（不知道为什么，没有大虾说起，我个人以为，因为后面用any，意思是任何一年，所以单数是对的）

3、如果指代 proportion, 助动词用 be 也是对的

4、A 的问题在于 was 的时态，而B，因为省略了（大虾们认为省略的问题不如时态错误严重吧），所以B对

显然B是对的。因为你读B的时候语义是很清楚的.a greater  proportion 是名词性同位语，解释说明more than half the spending...  (It was a greaterproportion than it had been in any previouselection,在比较中，如果没有歧义，相同的部分是可以省略的。所以it had been 省掉。符合ets 得 not wordy
