I would choose A, although it would be better to delete the "are" before "other graduates". C sounds weird to me.

four times 在这里不能和as likely as一起用, as likely as只能修饰实义词,不能修饰句子

A 是对的 are nearly four times more likely than are  比较完整且清楚

B错 1 PLAN TO DO STH 不是PLAN ON

       2 缺少 ARE，比较部分不完整

C  four times as likely as 不对，缺少比较级 MORE THAN

c是错的，就as..as的习惯用法，as likely to plan to practice as 是对的。to plan to practice 放在句未，使句子有歧义。

我做的时候是根据a中的“in planning to practice”和c中的“to plan on practicing”来排除的。既然plan on doing是个idiom，那么c是对的。

a中存在gemj所说的“如果in planning作为方式状语会导致句意不完整”这个最致命的错误。
