看了解释还是没弄清楚为什么不用protects而是用is protecting呢？
笔记中举了GWD的一个例题解释这个问题，此题中were强调了过去认为，因此该用ing表示现在，而不是用一般时表示常态或公理。
但是prep此题中无时间标志，且compliance是合规，遵守的意思，应该用protects表达一种一直、长期都在保护海龟，而不是用is protecting表正在保护吧？老觉得is protecting 的解释有点牵强.........

前天刚看过这道题
貌似PERP上是强调了法律法规的内容需要用ing 于是就用requiring
然后compliance the law 表示这个法律的却已经颁布过了 已经生效了 法律生效了之后就会时刻保护海龟 所以和捕虾的开会时法律也是正在保护海龟的 所以protecting
我对其为什么不向主句一样使用过去时表示点疑惑

这里强调的是他们的这种行为正在起到保护作用，前半句也说到他们把海龟的生存部分归功于自己，逻辑上有些强调前后变化的意思。

如果只是 compliance with laws requiring that turtle-excluder devices be on shrimp nets protect adult sea turtles.那么用protects比较好。

这题肯定选B
注意“saying that their compliance with laws requiring that turtle-excluder devices be on shrimp nets protect adult sea turtles” that后面是宾语从句， 所以“compliance”是从句的主语，那么后面的东西一定要和compliance一致。
如果用A，project后面要加s. compliance.....protects....
同理C,D一样错
剩下B和E，这里显然是用现在分词修饰law比较好。
只能选B了
