答案是A吗？看of前面的，如果是单数就用单数了。然后就剩下A和C选项了，我认为C的them指代不清。

C是错的，them无指代，前面的都是单数，答案肯定是A. 若加入背景知识同业拆借利率是两银行之间的，them指代两银行就错误了，句中木有出现。。。

c选项中使用be原型有什么依据吗？

应该选C吧，错误不在开头就在结尾，ABC都是is,DE是are，那就要看主语到底是单数还是复数了。私以为是单数因为not one是主语，没有一个人期望，所以是单数。ABC里面我其次排除掉B，to make 优于making。然后AC里面，A和C的区别除了be signed之外还有就是A是定语从句C是with链接的名词性短语。C比A更简洁，选C。的确be signed不知道，我没用这一点去排除
