我的问题是，如果选择了这个正确答案，那谓语动词岂不是有opposed和have这两个了？

首先一看这划线的部分就应该知道不对了，英语写的再难看上两眼也是应该知道它在说什么，原文划线部分狗屁不通。
第二本句主语legislators，谓语have，opposed to the swampland protection bill 可以理解为曾经反对这个保护法案的立法者，起到修饰legislator的作用，opposed使用过去式表示这些人曾经做过的意思

opposed，既然是分词，是修饰前面的legislator啊，是定语，所以句子中的谓语have啊~

还是比较糊涂。。。oppose如果做分词也应该写成opposing啊，动作发起人是 legislator嘛。原谅我比较愚钝

动词ing 表示这个动作正在进行，很明显这个反对的动作是已经发生了的，也就是可以翻译为这些立法者现在要为他们当初反对这个法案而受到谴责，注意，这里我在反对前面特意加了一个当初！！表示这个动作已经发生过了！！
