i wonder whether "according to" need a subject mentioned prior to the sentence while  "in accordance with" need not a subject .

我觉得楼上找到了这道题的"点", 但刚好说反了.

这道题为什么要有ON EARTH在这里? 是因为要形成对比:地球上的证据 FOR 太阳上的黑子. 如果ON EARTH放在句首, 它修饰的是句子的主谓语. 既为: 在地球上, 大家相信... (暗示着在别的星球上大家会相信别的...). 而如果ON EARTH 放在句中, 它修饰的是INDICATION, 既: 地球上的INDICATION被相信是.... 这正是这句话要表达的.

首先，"according to"和"in accordance with"的习惯用法是有区别的，后者常带有遵守的含义。

Investors evalute companies according to ...
Companies are operated in accordance with ...

其次，such a variety of强调了标准的多样性，但是原句并未作此强调，仅仅是简单的举例而已。而且从句意上来看，原句是说对社会环保等公益事业的投资多了，重心是"over$2 trillion was invested"。D选项强调标准多样性不免有些莫名其妙吧。
