答案是D，为什么B不对？ 用BUILT 和WHICH来修饰PLANT，跟上一体很像 啊，唯一不同是逗号和WHICH/THAT的区别。请大家讨论

1,GMAT有一个原则，在不改变原句意思的时候，要将定语从句简化成分词或形容词词组。believed to 便是that are believed to的简化形式。

C项中believed to...前后都有逗号，是作插入语修饰souds，that引导的定语从句如果是修饰前面的名词，是不允许在前面加“，”的，只有which 方可。

2，the first plant 与the model for 是平行结构，共同作nuclear power plant, 的同谓语。
