谢谢tianwan，时态没问题了，但是语气问题依旧想不通。顺便问一下，如果我想表达‘去年...’那该如何表达？in the last year我认为好像即可以表达为过去的一年，也可以表达为去年，in the past year表达过去的一年好像比较精确一点。

应该是现在完成时和一般过去时应该都可以连用in the last year。不过现在完成时表示和现在有联系，一般过去时表示和现在无联系。

关于完成时和一般过去时的区别，你最好查一本语法书，因为我们讨论的只是一个局部，不看语法书，就无法建立全面的认识，会有无穷多的新问题出现。

比如，这一题我们讨论的是现在完成时可不可以和in the last year连用，结论是可以。但我并没有说一般过去时不可以连用in the last year。至于past和last在语法书上，在讲述关于现在完成时的时候，就是in the past（last）few year。

我觉得还是应该选D，with...是伴随状语，全句意思为随着成本的降低和手机的流行，许多人现在在晚上和周末打长途电话，此时（晚上和周末）电话公司提供优惠。

因此全句没有转折的意思，如果用连词，as可以，表示随着...的意思。

另外，become这个动词是不能省略的。
