I'm simply wondering whether it is necessay to imply, via a restrictive clause, that on a single day there was actually more than one act approved. Furthermore, I don't understand why the article "the" should be followed by sth, as you say. For example, "The little girl, who just lost her grand-parents, is in deep sorrow" it's a quite common way to say "the+ sb/something" followed by a non-restrictive clause, isn't it?
