(C) which no commoner or foreigner could enter without permission

不太理解该句的结构，谁能帮分析一下？特别是随后部分on pain of death，不知道他是跟那句连着的啊？觉得这句话很突兀。谢了！还有without 后面为啥不能加any呢？

on pain of death是一句俗语，意思为：违者，以死论处。

至于without后面不能加any是从逻辑上表达更简洁，就想中文说的‘没有’和‘没有一些’同理都是没有，所以any就是多余。
