答案是B，很明显，但后来我仔细想，觉得B中的it不会产生歧义吗？是指budget 还是 money？从逻辑上说，应该要指代budget

administration在这里是名词形容化，it肯定不会指代administration

LZ啊，我最近才困惑这个问题，比如说前句有个A's, 那后句有的IT就一定不会指代 A么？（假设其他地方没有A出现）

it 指代budget 无歧义  因为是主句间的平行  优先指代主句主语
