我也错选了D，但是发现D有错误，因为the nation’s highest military award for ... 和the Congressional Medal of Honor是同位语，也就是说这个奖项是专为他们的英勇而设立的，与原意相悖，因此需要更短的同位语，E则满足这个要求且in adj recognition 固定搭配作宾补，正好符合逻辑意思
