Hey there—if I were your friend, I would of course apply for an MBA degree. The MPA programs can be very hard to get jobs out of, unless you go to the BEST programs…in the world. On the other hand, with an MBA (from a top-15 program for example) your friend will have many options. And we like options, perhaps most of all. I would recommend that your friend apply to MBA programs where perhaps she can take classes in MPA fields as well—places such as HBS and Booth, for example, allow you to cross register at MPA-type programs. That way, she could “have her cake and eat it too.” But MBAs tend to be the most respected degrees, even for folks looking to get into the IMF, world bank, etc. I have a couple friends from HBS who did precisely this…
