subject……to用法

答案E！那个that怎么确定是修饰satellites呢？因为我刚开始以为修饰the AM-1所以排除了有are的。还有，后面的subject……to……是一个习惯用法吗？

今天看到一个解释说为什么that后面用are了！
在GMAT里，一般A is one of B that后面修饰解释的是B；一般A is only one of B that后面修饰解释的就是B！所以这里用了are！
