Hey there! Yes, you can ABSOLUTELY apply to a top 15 program. Now, you will of course have your work cut out for you. I would recommend top 20-top 30 or so. But as you apply, remember to do a couple specific things: 1) Ace the TOEFL! By doing that, you will answer all questions about your English. Now, in your app, you can focus on how international you are—perfectly fluent in Chinese, Japanese, and English. VERY impressive. 2) Write an optional essay. That 2.4 is going to be difficult to overcome. But you can do it (we worked with a Chinese client this past year with a lower GMAT who got into a top-20 program.) Your TOEFL will help here, and in the essay you will explain why this happened. Do you have any great reasons? If not, come up with some. J  erhaps you were working full time, supporting yourself, etc. You WILL need a great explanation here, that optional essay will be critical for you. 3) Describe your work experience very strongly. You have great experience—prove that you have very strong work experience, that this is one MORE way that you have proven that you are indeed smart, and capable of leadership and success. After all, you didn’t show it in college…
If you can do all these things, we have very high hopes for you. Good luck to you!
