by doing 结构和because结构都是表因果关系的，in 不能表示这个逻辑关系,排除C
failure是抽象名词，抽象名词优先有动词
且by dong 结构优与because of 结构，becauese of 加较短的名词短语，否则会破坏句子结构

its promise to its customers这里的its应该是指bank
its failure应该是对的（至少在逻辑上，可以指代bank）
