they---指代的是drivers
补出助动词are是因为时态不一致吧？前面是将来时，后面是现在时。即drivers will be likely to exceed the proposed speed limit 和 drivers are （likely to exceed） the current one.

as...as 结构主语比较后面的动词省略规则到底是怎样的呀？

省略的原则的做法是：用助动词代替相应的动词，比如实意动词用do, does, did；有时态啊，被动语态啊，里面有have 或者 be，这时用相应的have或者be。
省略的原则是：前面出现了相同的词才能省略。
比如，如果前面出现了make/makes/made，那么就用do/does/didi代替，若果是has/have made，则用has/have；如果是 is/are/was/were making，则用 is/are/was/were。这里面，只有前面出现了相同的make/makes/made/have made/making才能省略。否则要写出具体词，不能替代。
