I would like to choose D here:

First, it should be "than anticipated" rather than "than they had anticipated". You can not find any clue of what "they", if right, refers to. It is better to use passive form here, namely, "anticipated".
Second, "foreseeable" should be better than "forseen", as the formal is descriptive in meaning. |
