(2)Coal and oil are resources, which are available to all but in fact are not equally distributed all.

请问1中说法是否正确。如果but后说是省略，但前面的available做定语没有谓语，没有可省略的对象。如果说省略coal and oil are 中的are，句意又不通，因为but后的含义是与available对立的。我个人认为1是错的。请各位明示

in 1 before the available the sentence has omitted "which are".
in 2 the things which refers to are not clear.Coal and oil are available to all but in fact are not equally distributed all/ resources are available to all but in fact are not equally distributed all.
