one more yr may not be that helpful n the opportunity cost is huge. Assume one cannot find a job in the States but can find a job in China. He can have cash inflow at the end of the 1st yr attending a 1 yr program while he need to wait to get cash inflow at the end of the 2nd yr. Its clear which NPV is larger. The assumption  is one cannot find a job in the states which is quite likely to happen.
