this sentence is a comparison in which probably not x is balanced by but more than likely y. When more is used in the comparative form of an adjective(more difficult) or adverb(more likely), it is followed by than.


一般more+adj.不就哦了么？more than+adj.是干什么啊？～～

OG的意思是，这个句子存在一个比较，是probably not...和but more than likely...的对比。but前后强调平行，more than likely=very likely,这里likely（可能地）和probably都是副词,“可能不是...而是...”。
为什么more likely不对？我的看法是，如果用more likely，比如A项，the earliest  writing was more likely to begin as...那么它比较的对象在哪里？the writing was more likely than what to begin as...利用中国人说话习惯设置的障碍。
