我认为这里用weight of less than 8000 pounds明确了weight和less than之间的关系，而have a gross weight less than中less than即可能作为形容词比较级修饰weight，也可能作为副词比较级修饰have，虽然两者的意思似乎很难区别而且作为副词修饰have理解上也不爽，但是或许ETS为了避免这种可能的模糊，希望用of来明确关系。
