be aimed at 与 aim at 其实除了主被动的区别外，还有以下的意思：
be aimed at 目的是，旨在,为了；例句：Our marketing campaign should be aimed at young working couples。
我们的行销活动应该针对年轻的上班夫妇.（以我的理解，相对以下两个，这个用法一般要委婉一点，最好把这个词就记成“为了”这样就好用了）
aime at 针对；目的在于   例句；I aimed at the door but hit the window.我对准门射击，不料打中了窗子。（这个就理解成做事的目的，就是很直接的）
所以，在这道题中，其实我个人觉得不管是aimed at 还是 aiming at 都是对的。而C选项之所以错就是OG解释的那样，多了一个the ,改变了词性导致不符合平行结构的要求了。
以上只是个人的见解啊！

这题正确答案是A。 我在OG上看C选项的解释，没有涉及到aiming at是否正确~想请教下C选项的aiming at是否正确  。如果可以~aimed at 和aiming at的区别是什么？

考的我也觉得主要是平行，用平行也可以排除，但是楼主的问题可能是这个aimed at为什么用过去分词而不是现在分词对么？？平常我们说我们做了什么方案目的是也有用aiming at的。


我弱弱的说一下我的理解，aim在这里紧跟policy是做policy的定语，那么它跟policy的关系就是被动，是policy (that) aimed at...，如果policy后面有个逗号，那么aim就是修饰真主，即The BM company, 那就该是aiming at。例如：we study harder, aiming at passing GMAT.


看这个例句是GMAT复习资料里的：
P1#141:
The federal rules aimed at protecting human subjects of medical experiments were established to ensure that patients would be warned of potential risks and that an independent panel would evaluate the experiment before it was conducted.


aim跟rule也是被动的关系，但是这个例子就很好理解很明显可以看出来,因为rule做了主语。
