请问这是拒信吗？？？

我发信去问Binghamton我的材料有没有到齐，然后她给我回了这个， 其中我看到了 I am sorry to tell you that your application was not approved for admission，这是拒信吗？
全文如下：
Please be advised that your application was complete.  Unfortunately, due to the high volume of applications received for this program, our acceptance rate for international students is very low.  With this being said, I am sorry to tell you that your application was not approved for admission.  I do, however, want to wish you the very best of luck in your future endeavors.
