想说一句。
我觉得D项错误的原因可以再考虑一下⋯⋯
前面大家都说了，是少一个of,即应该是one quarter of the amount,不过，窃以为，在这里使用的one-quarter是做形容词性，应该可以直接修饰名词的
下面一段话是从800Score awa里面摘的hyphen的用法：
A. Use the hyphen with the compound numbers twenty-one through ninety-nine, and with fractions used as adjectives.
CORRECT: Sixty-five students constituted a majority.
CORRECT: A two-thirds vote was necessary to carry the measure.
a two-thirds vote和one-quarter the amount，感觉用法差不多（突然发现冠词的位置不同，汗）
总之我的想法：
one quarter of the amount 和 one-quarter the amount都是对的

NN能不能把D选项省略的都补出来,我一直疑惑的是the number指代什么呢? 除了40000这个数字没有其他的了, the amount肯定是指代400000

ABC的there be实在难看。

但是如果D必须有of，那退而求其次，选C。

amount不是修饰不可数名词吗，和fewer连用不是自相矛盾吗
