A选项：they指代其实没有问题，they是主语，所以直接指代前面一句的主语。错误在于spent不应该用过去完成时，spend是瞬时动词。

C,D选项都是比较对象不合理的问题啦

E选项句子结构就不对

E为什么句子结构不对？我觉得是独立主格做伴随状语啊？
B的过去完成时明显是不对的，根本没有一个过去的时间点来作为标准

同样纠结E答案，我也觉得是独立主格。可能是因为CDE，改变了原句了意思，原句是by1997,这三个选项该为了in 1997，改变了原先的意思。

我个人觉得独立主格的伴随形式是没有问题的。

B的事态非常正确，BY+过去的时间 +过去完成时表示这个时间之前的状态 manhattan中明确提到
对版主说的A 中They 正确不赞同， they 指代1981年的children，与1997年的children显然不是同一个群体，所以错误。

they指代“children in the United States” 不管什么时候都有children的吧~
