虚拟语气根据语意的不同，也会有现在时的。

if the deal were not to be concluded,not one of the potential investors is expected to make an offer to buy First Interstate Bank until a merger agreement is signed that includes a provision for penalties.

其实句子应该这样看的。

一般虚拟语气，If ** were, ** would ....
但是有时根据句子意思，会出现If ** were, ** 现在时V./be 动词....
就像这句一样。not one of the potential investors is expected...

no one of + n. 后面跟的谓语是否单复数根据n.来判断（LZM语法上这么讲的。。。其实我也不知道对不对，姑且相信吧）

one of the + n. 因为是one, 所以用单数

这里用is signed的原因是因为until吧
Not one of the potential investors is expected to....除非a merger agreement is signed. (that 从句先忽略因为是修饰agreement的) 表示条件的时候要用一般现在时态
E.g. I'll give you a further discount if you purchase in large quantities.

C中的"them"缺少指代物，这里的merger agreement不是文中提到的potential investors签的，所以答案还是选A

正解，if were可以没有then单飞
