OG12 SC-85 关于as的用法

答案是A,但是我总觉得，如果用A，句末应该加一个did，和前面的flourished并列。
即, the site of an ancient civilization that ?ourished at the same time
as the civilizations in the Nile Delta and the river
valleys of the Tigris and Euphrates did.
请问如果不加did的话，句子的结构该如何解释呢？

that是定语从句，这里是文明和文明的对比，加上did以后就是文明的繁荣和文明的繁荣对比。

前面没有谓语，所以加上did会不平衡的，应该是文明和文明的对比。

我认为是由于that的存在，如果后面仍然加了动词，就会认为后面的成分都属于that引导从句的一部分，实际上that引导的定语从句只有到flourished为止，两相比较的仍然是文明和文明
