I've been to both cities. Chicago Pros: Corporate headquarter of many companies. Home of futures and options trading. Home of some regional banking offices and municipal bond underwriting The midtown shopping area is very nice. Housing is affordable. Deep Dish pizza and hot dog. Chicago Cons: Snows 5 months a year. It's EXTREMELY windy and cold (think Harbin) University of Chicago area (south Chicago) has nothing to cheer for, it is dangerous and run down. It is almost 3 hours to NYC by flight. Sales tax is over 10%. Phily Pros: Phily Cheesesteak Nice downtown area. Lots of nice restaurants. 2h (~$12) bus ride to Washington DC. 2h (~$12) bus ride or 1.5h train ride to NYC. Chinatown food is better than Chicago's Housing is affordable. Weather is bearable, especially compared to northern China (i.e. Beijing). Lower sales tax than Chicago.
