Rising modifies interest rates.  So the object is still rates.  To raise interest rates or Raising interest rates, the object is the whole phrase, hence, it is single.

是不是Rising modifies interest rates翻译成“上涨的利率”，rise是不及物动词，rising表示上涨着的状态，所以在这是个定语；Raising interest rates是指提高利率，表示提高这个动作，这个短语表示提高这一整件事？
