为什么B不对呢?A选项的than are other....为什么要加多一个are呢?~~~求解答~~

B is misleading.  What the sentence wants to say is that minority students are more likely to end up in planning something than other graduates (are).

C is the right answer because it uses an idiom in the right way.

likely to do something vs. likely in doing something
