dude, mgt phd is different from econ phd. mgt phd prefer GMAT.
You want a PhD or MBA? If PhD, have you taken your GRE?

Except the guy clearly says that he wants Finance PhD. I have to admit that I am only exposed to a few Finance PhD programs in the b-school from the states, and they actually all require GRE instead of GMAT. Especially when he says he wants Boston or Cali, which means Harvard, MIT, Stanford, and maybe Berkeley?

What you might want to do is go talk to the admission people at your current school, which according to you is relatively top ranked (top 25). Given that you are already there, see if you can establish some type of understanding (perhaps having your school as a back up etc.) Of course, different schools have different policies on "taking care of one's own," and some schools have different internal policies for their undergrads looking for backup and MAs looking for backup. But it's worth a try. If you manage to talk to the admission director, he/she might give you an idea on where you should target. Do you have an adviser for your MA degree? Talking to him/her might help too. Finance is a very small world, everyone knows everyone, maybe your adviser is enough to get you into a higher ranking school. Good luck!
