显然不能的，GMAT有自己的专门语法。B项，but这里没有转折意味，错！GMAT中neither往往和nor连用，单独用就用nor，记住它的规律就行，不要问为什么。

The GMAT rule states:
1. Neither should ALWAYS be followed by nor.
2. But it is not necessary that nor be always preceded by neither. Therefore, the usage of not....nor..... is correct.

Similar rule is also applicable for not only...but also.... construction. But aslo alone in the later part of a clause is OK.
