对的，这个分析有问题，survive 才是firm发出的动作，这个句型不能这样乱变形。
require sth of sb变形为require of sb sth(sth可以变成句子）这个可以说得通，没有问题！

我也觉得有问题，如果“sth(be) required of sb to do”是被动语态表示“一些事情被某人要求来，达到某人做某事的目的”的意思的话，为什么不用by sb.而是用of sb.？

偶觉得：即便有require of sb.sth. to do...这个用法，其中的sth.一定不可以少，另外，to do也一定不是require的逻辑宾语，而是表require目的的不定式。

我认为是 （required of firms）和(to survive in the electronics industry)都是（the enormous research and development expenditures）的修饰成分。一个是从require sth of sb的机构中推出，后者是不定式表达目的。这样理解比较简单。
另外我认为to do是定语成分，而不是动词的状语成分。

也就是说还是一个 require sth of sb的结构，就不用考虑后面加不定式的繁琐问题
