D吧，AB用of ,后面太长，应该用THAT，E看但being done就没对过，C说不出个所以然，如果硬要说，那么就是一般现在时有点问题
不知道我说的对不对！

我选D, A不简洁，of后面通常都是跟名词词组修饰下。D结构应该是最优的，judge overturned the ban (on the ground that it violated state laws allowing...) 用that引导从句修饰ban
