saying that...在这里应该是做状语修饰they denounce。  可是还有作定语修饰government的可能啊，这里没有歧义吗？ 一直没有搞懂doing修饰。。

一个句子以一个名词结尾，逗号，紧跟doing；这个doing的动作发出者有三种可能，一个是首句结尾的名词(doing作为修饰语)，一个是首句的主语(doing作为伴随状语，例如表方式)，一个是首句整句(doing作为伴随状语，例如表结果)；所以不能以此判断是否正确。
此题可以通过排除其他选项来选出A，B选项say和supporting不对称，C选项句子与句子间没有连词，D选项while引导从句，主句出现supporting，无谓语；E选项while引导从句，无主句。

讲的很详细，谢谢！还想问一下，那就是说不能通过ving修饰来作为判断了，可是我记得有的题是通过这个来排除的

我的建议是：当你看到一个句子以一个名词结尾，逗号，紧跟doing，不要先判断doing的发出者以试图接受或排除该选项；而是应该看看该选项中有无其他可与其他选项比较的东西，因为这个结构中的doing可能有多种语法解释，情况比较复杂。
